abstract: The civil servant engaging and appointing system is an important reform to enhance the vigor of civil servant system and professional quality of civil servants.It will contribute to breaking down the old system in which government employed special persons as civil servants in the past decades, optimizing the human resources and struture of public sector,improving the administrative efficiency and decreasing the administrative cost.After analysing the existing problems in the following three stages of the civil servant engaging and appointing system, i.e. access, appointment and resignation, we put forward our solutions. In the stage of access, there are problems of perfecting detail requirements and so on; in the stage of appointment, there are problems of low efficiency and sole approach of performance appraisal and high administrative cost ; in the stage of resignation, there are problems of modification and termination of contract and deficiency of performance appraisal of the employees. According to the problems enlisting above, we suggest respectively to improve our understanding of these positions by asking whether it is suitable to implement the engaging and appointing system, perfect the current performance appraisal system and try to cut administrative cost, and enhancing the resignation system.
